I think it's better to have a waterproof inner container (a garbage bag/contractor bag/dry bags or stuff sacks) and have a water resistant but not waterproof outer pack. That way moisture can escape and isn't trapped inside, so if, for example, I had to pack my tarp while wet, it can go outside the waterproof bag I use a trash compactor bag and at least some of the moisture can escape, rather than pooling at the bottom of my bag water proof backpack..
