On launch, I suspect they didn want some of the ridiculously overpowered Skill builds destroying PVP. My guess is the nerf to chem launcher stacking was because it made players unkillable in the DZ with the right Skill build. They tweaked Skills in TU3, but still not enough to compensate for the lack of DPS or necessary tradeoffs to meet the Skill power requirements..
