I had a similar experience while I was passive levelling sniper skill. Essentially just pressing R over and over again to load a mosin while on the second floor, sitting in a kitchen in interchange. Not one of the ones in the main concourse that actually a hotspot for activity, but one of the ones that sits roughly over top of the Adidas store..
