As punishment to Massive, who has pacsafe backpack been doing this since D1, all backpacks need to be weakpoints. If you don want the enemy to have a weakpoint there then maybe consider not having a backpack.This is compounded by the fact that the enemies get really good at ducking their heads behind cover. I remember in D1 they don do this as well so sometimes you can still get a tiny hitbox that you can hit behind cover.
